Coastal and Harbour Security White Paper (BSS-1203) - Protecting coastlines from intruders is a growing concern for nations around the world. Each country has its own unique set of problems – illegal immigration, asylum seekers, smugglers, terrorists or pirates. However, they all have a common attribute of the intruder having to approach a coastline by boat. Some slowly and covertly, while others may choose to reach the shore as quickly as possible. Nevertheless, detecting that intruder day or night and under all weather conditions is the goal of most governments and security organisations concerned with coastal and harbour security.
